West Countries urged Syria to apply AL Protocol

Both Arab League and world powers have shown no inclination for military intervention because of the risk of kindling wider Middle East conflict, given Syria’s anti-Israel alliance with Iran and sectarian divisions that could spread over its borders.

France urged Syrian authorities to allow the Arab observer mission to start its duty "as soon as possible" following the country's acceptation of observers on Monday, said the French Foreign Ministry, Xinhua informed.
"We noted Syria's announcement of the signing of the protocol on sending observers. It is important that observers can effectively fulfill their mission as soon as possible on the ground," said Bernard Valero, the spokesman of French Foreign Ministry.



Syria will be judged by actions rather than words, Germany's foreign minister said Tuesday, urging Damascus to immediately implement an accord to allow Arab observers to monitor a deal ending a nine-month protest crackdown.

"We will therefore judge the agreement of the Syrian leadership with the Arab League not by its words but only by actions, namely their immediate implementation," he said in a written statement.

"Violence must immediately end, the military withdraw, political prisoners be released and unhindered humanitarian access be granted. These are important conditions for a peaceful change in Syria," Westerwelle said.

The German government meanwhile called on Syria to "immediately" act on its pledge to allow Arab observers to monitor a deal ending a deadly nine-month crackdown on anti-regime protesters.

"The federal government now expects from the Syrian government that... it act on its pledge to allow international observers into Syria, that it now immediately follow through on its commitments," government spokesman Steffen Seibert told a news conference.

He said Chancellor Angela Merkel was "deeply worried" about the violation of human rights and called on the Syrian government to stop violence against civilians as well as against army deserters.

In turn, the U.S. said it will judge Syria by its actions. "We've seen too many broken promises from the Syrian regime. So we're really less interested in a signed piece of paper than we are in actions to implement commitments made," said State Department spokeswoman Victoria Nuland Monday night.

Syria's opposition dismissed the deal as a stalling tactic, and the violence continued unabated, with reports by activists that more than 100 people were killed on the same day the pact was signed.
Meanwhile, violence in several locations across the country highlighted the difficulties facing the mission tasked with ensuring the Syrian regime's compliance with an Arab League plan for ending the nation's bloody political conflict.

President Bashar al-Assad's embattled regime signed a deal Monday to accept observers to monitor an Arab League plan to end the bloodshed in which more than 5,000 people have been killed, according to the United Nations.

Syria signed the Arab League (AL) observer protocol on Monday in the Egyptian capital of Cairo after the pan-Arab group threatened to submit the issue to the UN Security Council two days ago.
The deal was signed by AL Deputy Secretary General Ahmed Ben Helli and Syrian Deputy Foreign Minister Faisal Mekdad.

The Arab League 22-member group is to hold a meeting Tuesday at the level of permanent delegates to discuss the latest developments in Syria.

An advance team of Arab observers will head to Damascus on Thursday to set the ground for monitors overseeing a deal to end the months of bloodshed.
